I'm going with Guy because he is faster and is better at taijutsu than him and may be stronger in his regular form.
Although Jugo is very durable...this being seen when raikage punched a hole in his arm and chest and he was still fighting.
But if Guy goes 7 gates on juugo's ass he is done for along with most ninja.
