Tobi meant that Itachi created his false image for Sasuke and Sasuke believed that. He wasnt talking about actual Genjutsu.

Doubt it. Kusanagi, which is Totsuukas counterpart, and by hype has even better cutting/piercing abilities than Totsuuka wasnt able to pierce through KM4 Narutos chakra shroud. Consifering that, I dont see Totsuuka piercing through EMS Complete Susanoo.
