Personally I thought when the Anime was coming out we'd see Naruto win and none of them become Chunin's except for Shikamaru.

Naruto was shown or portrayed to be the strongest at the time because of

1. At that point Naruto was able to draw on Kyuubi chakra at will after learning how to subconsciously visit the Kyuubi from summoning training with Jiraiya before Kishimoto just forgot about it or ignored it. In the fight against Neji you can see it gave Naruto a great increase to his speed, and enough power to evenly clash with Neji's Rotation.

2. Naruto's stupid amount of clones. They aren't as impressive as his part 2 clones but Naruto had the power of sheer numbers. (Naruto 1K barrage etc) Sheer amount of clones and no possible way to distinguish the real Naruto means Chidori's useless.

Shadow Shuriken means Naruto and his clones can barrage Sasuke at a distance with a ton of shuriken, kunai or transformed clones coming right at him.

3. Still has the capacity to summon toads because of his contract from Gamakichi's level to Gamabunta's level so anything in between is possible. Excluding plot not allowing it even though like an hour later he summons toads to fight Gaara so it's in character.


Sasuke's best bets for winning the fight would be tricking Naruto with Clone jutsu (which he never uses)
tossing wires and setting them ablaze for some light crowd control, Using fire ball jutsu which I believe it's range was just 3-4 meters, Pheonix flower jutsu (mid range) and generally keeping his distance. He would also definitely need the curse mark for a power boost if he wants to get the W.

I personally see the fight going in Naruto's favor in more times than not because of him innately being more of a trickster. The large open space of the Arena letting Naruto and his clones surround Sasuke better. And or he could just outlast Sasuke if he needed to thanks to his greater chakra supply.

Also want to include an excerpt from an interview Kishi did after the manga ended with another SJ Artist Kobayashi about the Chunin Exams arc.
"Kishimoto also says that the series picked up popularity thanks to the tournament aspect to find out who’d win, and even Kishimoto himself started to enjoy writing this part. But his editorial team told him to introduce a villain called Orochimaru in there that would stop the tournament from being finished instead. Kishimoto was disappointed since he was really getting into it, and had already put out the idea that he wanted Shikamaru to win. But before being told to put in the plot development of the tournament being destroyed, Kishimoto does admit that he was worrying about how to write Shikamaru’s fights for the rest of the tournament and make him the winner, since Shikamaru has an IQ of 200 and he [Kishimoto] doesn’t have a very high one, so he didn’t know how to pull it off."

Depends on which cloak since Sasuke was pretty much on par or beating KN0 Naruto until he went 1 tails. Hm i think the chakra shroud he had VS Sasuke at VOTE 2 was far more than vs Neji even his features changed considerably. What he used vs Kimi might have been on par with Neji's tho.
Sasuke was NOT on par with KN0.

Not originally anyway. Things did a massive turnaround after he gets his third tome, but that's inconsequential in this scenario. And like I said, considering how one sided it was, the difference in the chakra he drew against Neji or Gaara versus this hardly matters.
