tsunade was perfect for the job. MAYBE the previous hokage would have stopped pain where he stood, but Tsunade minimised loss of life which neither Jiraiya, Kakashi, Itachi, or Orochimaru would have been able to do as they would all lose badly to Pain 1v1, although with the village behind them maybe they could prevail. Tsunade was unlucky in that Team Gai and Naruto were both out of the village, plus Danzou and the root stood out of it purposefully. at any rate, Pain was not the type of opponent the hokage just goes out and defeat, as all his jutsu cause massive destruction to the village. so tsunade's healing and information sharing efforts were well placed.
plus it was due to her efforts that the knowledge on Pain was transferred to Naruto. Kakashi has it in him to be a great hokage imo, but not against an opponent like Nagato.
