Who would have made a better 5th Hokage?

Okay so lets say that Tsunade never came back to the Leaf. So the next up for Hokage are....

Shikaku (Shikamaru's dad)
Kakashi
Danzo
Asuma
Kurenai (is that spelt right?)
Ebisu (again is that spelt right?)

Kamui Kakashi is kage level. 3 tomoe Kakashi is mid jounin level.

The rest yes except ebisu, kurenai and asuma.

Shikaku still lacks the strength but his intellect would probably lead konoha to the top.

Since you specify that what if Tsunade never made it, are you asking for a suitable candidate from that exact time. As in part 1 characters strength wise?

If so, based on your options I'd go for Shikaku.

during pain invasion tsunade hasnt done anything that can be praised.
ultimately naruto beat 6paths of pain & convince nagato 2 revive others.
so even if shinobi died during pain arc naruto can bring them back wit d help of nagato.

Danzo, assuming his power was the same in part 1 as it was in part 2, is the only option out of those suitable(strength wise) to be hokage. Shikaku and Kakashi have the intelligence for it, lack the strength(again, assuming it's the part 1 version of Kakashi).

If Tsunade declined, the only two choices at that point are Jiraiya and Danzo. Danzo didn't actually exist in part 1..but whatever.
