Well all the people that you just listed aren't kage level either but in time will hopefully become strong enough. I have faith that Kankuro and Temari will reach kage level strength by the end of the manga or at least once they grow older.

Konoha: Kakashi easily. Naruto's BM is insignificant. Naruto already surpassed Kakashi in strength back when he got sage mode, and they still favored Kakashi over him. What difference does it make now that Naruto is even stronger?

Sand: Temari, seems to be the second strongest and smartest of the sand siblings.

Stone: Kitsuchi. Kurotsuchi and Akatsuchi are still too young and not really kage material yet, just like Naruto.

Mist: Ao. Smart, although he doesn't seem to be too impressive in strength.

Cloud: Darui. Bee's stronger, but I don't think he really wants it and cares more about making rap albums.

I pretty much agree with your list. Smarts are just as important to be a kage as strength is.
