It looks like Ima's the name but it's interesting that someone said Garp is a hero of the marines because...and he cuts them off and says Rocks a couple chapters ago. If it's Iwa the elders are talking to I wonder if it's connected to the Rocks in Garps story?
If it was Iwa, it would have been translated as such as it's quite a common kanji and word.

The story behind Garp's moniker isn't a secret story, just an old one. So I don't really see why Oda would want to connect it with a powerful character that's intentionally being kept hidden.

The whole "Hero of the Marines"-story seems to be plot element specifically for the Wano-arc, not the Reverie.

Maybe he is related to her?
What was that talk about Nefertari family staying on the surface?
It could be she is like the grand grand grand daughter of him and he just feels some kind of emotional connection to her.
The Nefertari-clan was one of the 20 families that founded the WG 800 years ago. So with other words in the modern era they would have been Celestial Dragons, however for some reason they never took residence in Mary Geoise. This is why the Gorosei referred to them as traitors. I mean they were part of the alliance that destroyed the Ancient Kingdom, but then decided to stay on the surface. The fact that they have a Poneglyph with the location of one of the three ancient weapons, also point towards this direction.

Now they seem to have mostly forgotten about this, but after the Crocodile-incident Cobra became suspicious, hence he asked an audience with the Gorosei.

We can only guess as why the Nefertari-clan decided to remain in Alabasta, but I wouldn't be surprised if it's directly connected to the reason as why Im is staring at Vivi's picture.

I thought I was clear that he/she chose Vivi.

She will be the target and have to be saved by the Strawhats after Wano, which also will be a perfect time to reintroduce Crocodile to the story.
It's not like only one person can be targeted. But honestly I think that having your picture being cut apart or being stabbed is more of a sign you're being targeted for a potential purge than just having your picture stared at.

If it is Luffy, maybe Shanks is there to be like no don't do that please OR maybe if Shanks was a spy for WG when he was on Roger's crew, he is there to warn WG about what Luffy can become
Shanks was the one who gave Luffy his trademark strawhat and the one who encouraged him to sail the seas. He also sacrificed his arm for him. So why would he come warning the WG now of all things about the threat Luffy's poses? This is something that had already been established two years ago during the War of the Summit. This kicking an open door in.

Was that Shanks sword that was piercing those posters?
Ya it seems so and he seemed to be kneeling in that page on the top panel

I've already said this in the chapter discussion thread, but the model of Shanks' sword is rather common. If you look in the previous chapter at the weapons in front of the Empty Throne, you can see several similar to Shanks's sword. Also IM presumably cut the pictures apart, so why would he be using that sword when he's all the way left?

You can't say anything about the cloths that that character is wearing. You can't even deduce anything from the silhouette, let alone argument that that is Shanks.

Posture says nothing or since when did Shanks' kneeling posture became a recognizable trait? The only thing you can deduce from that panel, is that the character on the left is Im's servant.

You can't see anything about the sword, or clothing, if anything, sword is way too big , and the posture is an old Indian women worshipping her God. So tell me how that's shanks

It's not a secret to the OP world but to us it is at this point still, just thought it'd be interesting if it was connected to this new character when he said the name may be iwa.

There's still the possibility that Im didn't just stab them out of anger though. She had plenty of time to do that before. Her targets were laid out before her and that means she was eliminating who she didn't need to kill. I think her slicing pictures is akin to slashing out choices or writing x's over them. This is fetched and inconsistent with the other pictures, but look at Luffy's picture.

Look at Blackbeard's picture. It's missing an entire chunk, which could be produced by a single diagonal line, and another diagonal line goes just past his nose. It would also make an "x."
