who wears Itachi's ring?

tobi/madara said that akautsuki and hawk will work together and then sasuke said that they were using akautsuki,
so they wouldnt have the ring,
the only reason there in akautsuki cloaks i figure is this.
most akautsuki jakets dont have a hood.
and the only one with a hood is tobi and his doesnt have sleaves.
so i think it means different things.
normal member where normal cloak.
leader wheres hoody with no sleeves.
allies to akautsuki show there alliance by whereing the cloak with sleeves and hoody.
this outfit shows this.
the hoody means there superour to normal members.
but the sleevs show that the leader is in charge.
