Who was treated the worst out of the K11 by Kishimoto?

Imo, it was mostly Neji, Lee, and Shino.
Neji had such a great talent and potential as well as a great background. and tbh, his death was just wrong. at least if he was meant to die, then Kishi should have just killed him in the Kidoumaru fight. It would have been more meaningful as he had shown his true worth as a Genius unlike in the war, as he was ironically killed by a 'branch'.
Shino has a great potential as well.. But Kishi just neglected him throughout the manga, he couldn't even send him on Sasuke's retrieve mission despite it being a good opportunity for him to showcase more of his arsenal.

Lee was all about the 'dropout can beat a genius via hard work' theme, but never really lived up to it. Save for his confrontation with Sasuke, but later on he was shown to be jealous of his talent in the chuunin finales. He hasn't beat his rival, not even once. Where as he witnessed someone who was supposedly in the same situation as him get that chance-Naruto.

Sakura, but I understand why, because her talents were so refine that giving her developement would make her too powerful and shed outshine sasuke and naruto

So I'd say Sakura considering how her character was trashed when she paired with Sasuke, who abused her plenty of times before, both physically and verbally. She did a pretty good job throughout the war and seemed like a great role model for the future generation but that was all tossed aside when she fell in love with the very same person who tried to kill her twice. It's a disgrace to woman.

Tenten (Got denied her dream/goal, never won really any fight, her speciality seems lackluster or never given broken weapons, or be able to make them)
Shino (Basically was the ghost of the series)
Sakura (main character status yet she can be compared to side characters, doesn't have much connection to the plot)

Those 3 are my top picks.

The reincarnation thing was obviously there to make Naruto and Sasuke's bond to be more powerful than blood brothers. Kishi stated that's what he wanted, but he clearly didn't think it through.

I actually wish that Naruto SD was canon so that way we could say Tenten got some actual character development. Say what you want about Sakura, at least she got plenty of screen time.
