Neji had a lot of potential as a character: complicated back story, natural talent, restricted by archaic clan traditions.

He died to create a scene for a ship. That's about as bad a treatment as any character can get.

Well even so he does underline the word "pale" when it says about Naruto's feelings towards Sakura. That can also be considered an improvement and sets the stage for that kind of change.

On a sidenote Gai was also treated unfairly.Its disheartening to see him in a wheel chair and his team is in shambles apart from Lee

Lee:He was one of the strongest outta the K-11 in Part-1.His skills in Taijutsu and his relationship with Gai was shown beautifully.We didn't get to see much about him in Part-2.

Sakura:At the beginning of Part-2(Kazekage Rescue Arc),I was really impressed with her.Her medical ninjutsu and she defeated Sasori along with Chiyo.Had Kishi developed her that way throughout the series,she would have been awesome.Sadly,she was turned into a pairing fodder.

Team-8(Shino,Kiba and Hinata):All the other teams at least fought with an Akatsuki member.But Kishi never bothered to develop this team at all.No team work shown.Nothing.Disappointing!!

Neji:Such a powerful character with good back story was killed off in a bad way.If Kishi planned to kill him(so as to make him understand his father's situation)he could've done it in a better situation.

TenTen:Well she never had much of a panel time to get developed.
