My vote goes to part 1 Orochimaru
though Hidan was pretty frightening and Pain was very intimidating at first, Also Itachi was a scary mother ****er
I feel like Kishi poked fun at Orochimaru so much in Part 2 because he knew he could never top his scariness so he had to make him a joke so Sasuke and other do badders would not pale in comparison
