Hiruzen pushed kurama out of the village with adamantine nyoi and helped evacuate the villagers. he saved thousands of lifes just the same as minato.had minato not sealed kurama hiruzen could have

Hiruzen saved lives but pissed off kurama ... Had minato not done anything kurama would have burnt the village to the ground with tbbs

I would say say hashirama because he created the village and formed an alliance with an enemy for peace that enemy being madara and when it failed he dealed with his problem the right way defeating madara and kurama at the same time...Minato is my favorite but i have to give it to hashi defeating the most powerful villan in the NV while minato sacrificed him self to stop kurama and hiruzen needed a whole army of ninja to stand a chance....hashirama instilled the will of fire inside of hiruzen which is why he was able to teach a whole willage as hashi did before him..The will of fire is hashiramas philosophy in which konaha follows it like a religion making him its god

I say Hiruzen and Tobirama, Hiruzen as he trained the Legendary Sannin and had the longest reign plus was loved by everyone in the village and Tobirama as he created the defence system within the village such as ANBU and Konoha Military Police, plus he trained the "Strongest Hokage" Hiruzen, and his will has been passed down from Hiruzen, to Jiraiya, to Minato, to Kakashi and then to Naruto.

preparing the next generation?? Hashirama Senju... his famous quote: " Whenever you live, there will be war". pretty much means "be prepared"

For me Hokage's Duty or any other kage is to protect the village.
Protected Konoha:
Hashirama from Madara;(and Kurama)
Tobirama from Kinkaku and Ginkaku;
Hiruzen from Orochimaru;
Minato from Obito;(and Kurama)
Tsunade failed against Pain.(she did save a lot people but the village was destroyed and a few people died{important people})

Let me correct you on the last one....

Tsunade, wanted Naruto to beat Pain, because Naruto wanted to fight him...
