Hiruzen Sarutobi - Purely because of the fact he was retired and after minato died he had to take the roll of hokage and keep going for the sake of the village.

He passed the will of fire to every student and youngster and showed them the incredible value of friendship. Anyone of the people in the village would happily give their life if it meant saving another one of their fellow leaf ninja.

For me Hokage's Duty or any other kage is to protect the village.
Protected Konoha:
Hashirama from Madara;(and Kurama)
Tobirama from Kinkaku and Ginkaku;
Hiruzen from Orochimaru;
Minato from Obito;(and Kurama)
Tsunade failed against Pain.(she did save a lot people but the village was destroyed and a few people died{important people})
