Who was the best Hokage out of the original 4?

easily tobirama. he helped rule while his brother was hokage and as shown he really did most of the work so the first hokage was just a figurehead to parade around for the people. tobirama made the academy and invented several top tier jutsu that led to famous ninjas from his village. he inspired and trained both hiruzen and danzo which led to the leaf truly rising in power thanks to both their efforts.

he also has the best design imo
