Uchiha's are well known to cast Genjutsu by making eye contact with their Sharingan.It's not surprising Tobi uses Genjutsu.He did so on a few occasions.

1)on the fourth mizukage
2)on the Kyuubi
3)On Danzo's subordinates

Tobito but we dont know what technique he used. The 3rd tails should have broken Yagura out.

I guess this goes to show that if Genjutsu is strong enough,then it can effect the Bijuu inside the person,hence why Sasuke should have used Genjutsu on Naruto.Logically,since he was able to get all the Bijuu with absoulte ease without even going all out,he should be able to get Naruto,and the Yin Kyuubi even easier.
