and how did he do it he doesnt have shisui`s eye. and obito never used genjutsu.

Mandara with Kurama and Sasuke with Manda seems to be an ability strong Uchiha have and if nothing else he had a hide out full of Uchiha eyes. One of those is bound to be good at genjutsu.
The eye that is shown opening is his right eye though, thats the eye he uses for kamui, wouldnt he be transplanting different eyes into his left eye socket not the right one? for him to use different powers associated with a sharingan that he transplants it into his left eye socket not the right one.
unless he took out his kamui eye and put a different eye just to control the fourth mizukage, then put his kamui eye back on.

He could have not been wearing a mask then which would explain why his face was hidden in the shadows. This could also explain why Kisame committed suicide to prevent the allied forces from finding out tobi's true identity.
I wasn't aware that this was a mystery...It's Obito...and his sharingan genjutsu was powerful enough to control the nine-tails...so at the very least we know he isn't completely clueless when it comes to genjutsu...there's also their genjutsu battle in side kamui with Kakashi...
