Madara is stronger, madara has used his EMS in a time of war (at least towards the end of the war era) and has mastered the sharingan far beyond any Uchiha. Sasuke wasn't born with powerful chakra (even by Uchiha standards) and was known as the most gifted Uchiha to ever live. Sasuke needs to master his EMS to the point of Madara, sasuke skills just got even or alittle better than Itachi so his still has a way to go.

Madara is a true genius like Minato in the sense that you only see one every few decades. And even if Sasuke surpasses Madara, it was already done before by Madara. There is a HUGE gap between the two.
