Sasuke unlike the Raikages can manipulate its shape to senbons,blades,spear,release electricity through his body ect.
He could also tame raw lightning and aim it at its target thoroughly.Ay and his farther don't manipulate its shape they simply use it enhance their physical attributes like speed,endurance and power.

Who needs shape when your an invincible blade...

Hard to tell. Sasuke has a good set of techniques with Raiton and he incorporates it with other things like his sword, which makes him really good with manipulation (plus using raw Lightning). And then there's Kakashi, Darui, and the 3rd Raikage (choosing him over A since he has it better imo).

Kakashi and Sasuke are tied for having the most lightning variants. I'll give Sasuke the edge for using Kirin, but I'm of the opinion any skilled Raiton user can manipulate lightning given it is readily available.
