who the best raiton user in naruto?

As the title say for me its either kakashi or sasuke or raikage who do you guys think is the best?

Personally I think all 3 tie in this area. Sasuke has the most diverse arsenal. Kakashi is the most proficient. A is the strongest with his Raiton Armor.

All 3 excell in this area, so I don't think naming on the winner is fair...

If Sasuke were to ever learn Raiton no Yoroi I'd give him that title without question, but until then it's hard to say. It's between A, Third Raikage, Sasuke, and Kakashi.

A is just using the same jutsu as his father and is not even better....inwant to say kakashi because thats his main fighting style and we have seen him do so much..but sasuke has kirin and he created that him self and it uses real lightning its hard thats prpbably the most powerful raition jutsu we seen yet but kakasis expertise of lighting nlade but sasuke has shown the ability to control it greatly to

Sasuke unlike the Raikages can manipulate its shape to senbons,blades,spear,release electricity through his body ect.
He could also tame raw lightning and aim it at its target thoroughly.Ay and his farther don't manipulate its shape they simply use it enhance their physical attributes like speed,endurance and power.
