Never heard of any attacks against the konoha village during Tobirama's time as hokage. However I know that he took a fight against Kinkaku and Ginkaku and some more in order to save Hiruzen, Danzo and some more.

It was a war of course there were attacks on the village

Its between Hiruzen and Tsunade.
Hiruzen is versatile, but old age sucks, while Tsunade is somewhat limited to taijutsu (she has many other abilities, but they rarely come into play during battle).
She's one of the best Hokage while he's one of the worst though.

1. Protecting the village = job of every shinobi in the village..... This is nothing special attributed to a Hokage.. even you ain't a hokage.. you still gotta do that.

2. Minato would be the one, due to his short reign, and his horrible decision on trying to be a one-man team. The village needed Minato.

3. Even as shinobi who accomplished things.. Minato is still at the bottom.
