hiruzen stopped orochimaru from destroying konoha thereby sacrificing himself
minatosaved the village from kurama
tsunade helped konoha during the fight with pain with her massive supply of chakra
now the only personthat stands out is tobirama.....can we say he is the weakest hokage?

tsunade didn't really help considering if she wasn't there or her chakra didn't keep anyone alive they would of been brought back by nagato in the end anyways and even with her there the village still got soloed.
