Naruto:
Hated by literally everyone, no Mom, no Dad, never knew what love was. Went through childhood not knowing why everyone shunned and hated him. Some people even wanted Naruto to die. It's been paralleled that if he had kept on this course he would have had as much hate and pain as Obito.
Sasuke:
Started off having a rather pampered and loving childhood, with a loving mother and father. His brother, however, kills his entire family and makes him watch. His brother then tells him hate is the only way to defeat him, and send Sasuke on a downwards spiral.
So who had it worse? Remember; this is only comparing their childhood, about the time when Naruto was pinned by Sasuke in that backyard fight they had.
It's a tough one for me. I'd almost have to say that Naruto suffered worse childhood wise. To have literally everyone hate you and wish you were dead... And you have no idea why, when all you want is friends. That'd be something.
