i would suspect it was hiruzen. but again, it only shows how much of an b!tch hiruzen was. he was suppose to protect naruto and make sure he was regarded as a hero. he just completely disregarded the second part, and did the bare minimal of the first. i mean the boy had to live on his own in a shitty apartment, eating ramen everyday. he probably has hypertension from all the sodium from the noodles.

But Kakashi didn't start taking care of Naruto nor did he know who he was until he got assigned to be his sensei. Hiruzen is the one who took care of him.
