He probably did most of the work, with some help from the 3rd I'm guessing

It was mostly 3rd hokage raised him & giving money to himself to have food and etc.

the third hokage raised him as a baby and when naruto started to live on his own the third hokage would give him money to go shopping and pay rent and whatnot
