Who raised Naruto?

Naruto's parents were killed the day he was born. We know that when he was twelve he lived by himself. Who raised him, and if he was raised by someon, why did he not have any relationship with anyone until Iruka?

My theory is that Naruto was raised in an orphanage. The workers there were afraid of him and the other orphans didn't like him. While the workers at the orphanage probably didn't mistreat Naruto, they avoided him as much as possible and he never really developed any relationships. As soon as he was old enough (12? seriously) to look after himself they gave him his own apartment.

I have a strange feeling that Naruto was cared for greatly just because of his father being the 4th hokage and the 3rd was hokage at the time. Surely the 3rd hokage cared for him considering im sure that minato and hiruzen had a good relationship. not sure if they did though.

Before he was in the academy he was seeing the Third in his office.

Sure looked like the Hokage was looking in on him frequently. He even talked to the kids instructor (just like any parent would at a teacher confeence). I'd say the Third Hokage was always there for him giving Naruto as much help as he needed (supplying him with an apartment and stipend as a living allowance) but he couldn;'t be in the shadows as he had to step out and actively reign in the hyperactive knuckle head in when he went a bit too wild.
