Who might the Masked Madara be? This is my theory.

I am new here, forgive me if this idea was already taken. But here goes.

Kabuto used the Impure World Resurrection to resurrect dead shinobis (We all know that). I have been pondering about the famous Shinobi whou wasn't resurrected.

Like

Whitefang
The fourth Hokage (maybe due to the third's sealing technique)
Hashirama
The second Hokage
The third Hokage (maybe due to the jutsu he used against Orochimaru)
Orochimaru (maybe due to kabuto messing his dna up?)
Jiraya
Hidan (He's not dead but buried??)

I took interest in the fact that Orochimaru was clearly killed and was not resurrected. He is way too famous to be left the hook. My theory is that he is TOBI and was trying to manipulate his way to destroy akatsuki.

He used akatsuki for his researches. The fact that he is fascinated by HASHIRAMA's DNA, and was successful on creating a clone named Yamato. And guess what? it is from Hashirama's DNA that spur Yamato to existence.

I believe Tobi appeared after Orochimaru was killed by Sasuke or else this theory is trash. Hahaha.

Please help me enlighten this theory. I'm an Orochimaru Fan too! hahahaha. I would want to see him battle again even in a resurrected mode!

1) We saw Kakashi talking to his dad when he died, so no.
2) Minato sealed himself with the Kyuubi thats why Oro couldn't summon him.
3) Why would Hashirama have evil intentions?
4) Hiruzen sealed himself.
5) Totsuka sealed Oro in an eternal genjutsu.
6) Jiraiya was stabbed 6 times in the back and got crushed by water pressure.
7) Hidan is buried impossible.

Oro was sealed in Totsuka, only his cells live on in Kabuto. How could Tobi be Oro when Tobi was surprised about how much Oro and Kabuto knew about the akatsuki. Plz read the manga.

Dude tobi is not orochimaru because if he was there would be no negotiation between the two (ex. The episode where kabuto showed tobi the body of an unknown resurrected character).
