Like Kabuto said "You have been completed to beyond what you were in your prime" There was a step in the stone of the uchiha that Madara had yet to complete but Kabuto unlocked for him. My assumption is that like the demon seal you must "die once" to unlock the full potential of his eyes. This would also explain why Madara was expecting someone/something else to bring him back to life. His death was planned
