Nagato was Resurrected with the inability to walk just like when he died, he wasn't resurrected with the ability to walk even though he couldn't towards the end of his life.

Kisame is out of question, since he was eaten by sharks and died shortly before the war began - the same goes for Konan.

The only Oto nin worthy of being revived is Kimimaro, which Kabuto actually did.

Hakumo.. hm. That's indeed one person he could've brought back, since he was said to be as strong as a Saninn, but who knows.. maybe he just couldn't find his corpse.

Hakumo's soul had moved on to the afterlife when he had his talk with kakashi. Therefore he couldn't be summoned.
