Whah? Tsunade was a great Hokage IMO. She made rational firm decisions, challenged the her elders, kept Danzo in his place (underground), always put the village first and absolutely held down the mantle of Hokage when battling Madara. Oppose to Hiruzen who: was manipulated by his peers, allowed the Uchiha clan to be ostracized, allowed his peers to pressure him, didn't act against Orochimaru until he attacked the village years later and didn't reprimand Danzo for any of his wrong doings.

I hope you know that Danzo used Shisui Mangekyou to manipulate people right? Also black zetsu was behind many factors in uchiha revolt i'm not going to say hiruzen was perfect but he held the village stability for decades, Orochimaru didn't try him in his prime he tried him at old age and bragged about it. Even during Tsunade era leadership as hokage Danzo was still up to his unrighteous ways he kept in contact with Orochimaru & secretly attacked shinobi from the land of wood, it was stated that Danzo did challenge Hiruzen for control and lost.
