Kakashi. As far as we currently know, he hasn't done anything beneficial for Konoha that's had the same impact as the actions of other Hokages. For example Tobirama might be a bad guy but at least he made the Uchiha Police Force, Anbu, and Konoha Academy; which influenced other villages to do the same.

Naruto. Considering how Tsunade was able to deal with the Hokages dutys, Naruto is seriously incompetent if he has as much trouble as he does. Its not like he actually needs to be hokage to fight off bad guys who threaten the village, as Sasuke is doing fine.

Tobirama was a good Hokage. He didn't take no sh*t. He even created the Chuunin Exams, ninja rankings, and more more things But he was a bad Hokage for destroying his brother's dream and letting his paranoia go to his head, because he was too scared that another Madara would rise up.

His methods and Danzo are the reason why the world got twisted up. Even day one, this dude was throwing shade at the Uchiha after the village was founded.

Tsunade's duties were within the village and nation. She wasn't helping manage a 5 nation alliance while also working to bring in more modern tech to the shinobi world like airships, trains, etc.

Naruto has been involved with a lot more stuff as Hokage than Tsunade.
