Either way, I'm going with Tobirama. Don't recall him doing anything spectacular or particularly selfless. When it came down to the wire though Hiruzen didn't flinch to sacrifice his life for his village, so I can't be too hard on him.

Also creating jutsu like Edo Tensei don't look so good on a kage resume. Hell that entire scroll of forbidden jutsu is probably Tobirama's doing.

Danzo is a close runner up if you want to count him.

Maybe at that point yea, but considering his disdain for the uchiha it says a lot that he at least attempted something by making them the police force, even if he had different intentions behind it

He meant well but it's Hiruzen imo. Was there for everybody in the village except for the two protagonist orphans who actually needed it.

Was goddamn lucky they didn't get a hated kid Naruto not give into Kurama and have another 9 tails massacre the way Hiruzen let the village treat him. Then there's awful handling of Danzo and Itachi as well as going too easy on Orochimaru but at least he died like a hero.

Tobirama was a good Hokage. He didn't take no sh*t. He even created the Chuunin Exams, ninja rankings, and more more things But he was a bad Hokage for destroying his brother's dream and letting his paranoia go to his head, because he was too scared that another Madara would rise up.

His methods and Danzo are the reason why the world got twisted up. Even day one, this dude was throwing shade at the Uchiha after the village was founded.
