Who is the strongest person Kisame can beat with Samehada?

The question came up today but there was a couple of people talking about how orohimaru is probably the strongest enemy he can take out with samehada, but i find that ridiculous considering orochiarus power up. It would probably be someone in the akatsuki but it had e thinking and i have no idea :s

What do you guys think? who's the strongest person he can take out?

I'm serious. What's SO6P gunna do? Chibaku Tensei? Kisami can just encase it in water. Samehada can then eat all of SO6P chakra. I'm talking 'bout pre-Jin, not post-Jin.

Probably Killerbee and Raikages A and 3rd. Because he can basically cancel out their cloaks and outside their cloaks they haven't shown other feats. Every other high tier shinobi are technical fighters and powerhouses too which can get past Samehada.
