Well, i think the strongest is Madara then following by Pain and Itachi

:akatsuki:kisame cuz he has alot of his own chakra + he can surpress it(chakra period) too.

:akatsuki:Itachi cuz he can perform jutsu's(mainly ninjutsus) w/incredible speed and agility + is amazing w/strategy. He can even just use 1 finger or 1 eye when he uses genjutsu.

Zetsu and Madara, well they never fight, even Pein who was supposed to be the strongest of them all fought and died before Zetsu, and looky here. He is the last one in Akatsuki except Madara to fight.
