Itachi was very strong with his Susanoo. It was unstoppable! (really hate that someone is so strong - it is not realistic even in this Manga / Anime)

Pain was strong + he had the Rinnegan x2 ( two eyes - madara only have one)

but Madara / Tobi has to be the best since we haven't seen his powers yet

i think Itachi was the strongest as Madara was scared of him when he wasnt going blind and dying of illness.

but in response to the question. in all honesty, i'd say Kisame or Itachi. Madara is a coward. he's done nothing so far, just played with everyone.

madara is not a coward when he wants to fight he will fight........dont u think when your over 100 tears old that you would wanna hold back....
