Tsunade is the strongest right at this very moment.....
Onoki is now starting to rub his back cause he's out of chakra and stamina, Raikage is just standing there, doing nothing(perhaps he can't) and Gaara & Mei are hiding under sand in fear of Madara...

Tsunade is the weakest after mei. I wish people will stop saying she is the strongest. Fact she cannot touch A because he is much faster than her adn will kill her in seconds. Onoki is stronger no explination needed. Gaara will crush her. He is the strongest kage and will destroy her with a dessert of sand. Tsunade can't heal gaara smashing her flate. She is close range oponent while gaara is long range. her summon has a soft body and will via sand waterfall

They all have their strengths and weaknesses.

It's hard to decide but I think it's Onoki, or Gaara but I don't think it's A (since he's lost his arm).

But Gaara lost Shukaku which should make him weaker, but Onoki is old and slow compared to the others. Tsunade is powerful but she lacks strong defense + speed. Mei suffers from the same problem.

It's really hard to choose. But I think it's Onoki only because A lost his arm and Gaara doesn't have Shukaku anymore.

First Oonoki of course dust release badass
Tsunade descendant of the sage of six paths duo hashirama and Mito byakugou is very usefull for fight
Raikage A he is suler fast has great powers and is awesome aswell. ////. Gaara for his age he is awesome has great sand attacks
Mei she is the weakest out of the five kages but still very strong and coud hold herself against madara for some time
