IMO Onoki or Tsunade

2. Tsunade/ A ( 2 arms)

4. A ( 1 arm)

Tsunade cannot even see A. He is way to fast for her. Gaara in my opinion is the strongest but Onoki is a close second. I would say he was first if he was younger but he is old. His back gives out and he is limited with dust release. Tsunade should not be second on anybodies list. She is the only kage that mei could even compete with. The rest would murder her. TSunade can't even touch gaara or onoki even with all her strength.
