I give to J-man or Itachi. They've always seemed the most versatile to me but I lean to Jiraiya.

oro or sauru, saru learned every jutsu he could form the leaf, but dos he know ones he cant use? for ex like shadow possession? oro however learned every single jutsu he can get his hands, whatever he can use it or not, even forbidden jutsu's, so i think when it comes down to it oro is the more versatile.
