I will go with Madara. He had shown a lot of his powers:
1)He broke edo contract.
2)Got all Hashi's ability
3)Master of taijutsu(Although 8 gates Gai is on whole other lvl)
4)Controlled Kyubi and fought with Hashirama
5)First one to awaken Rinnegan and learn all its techniques
6)Perfect Sussanoo as well as Limbo
7)Use Kamui without any problem
8)Knows the history about SO6P and his mum.
Yeah i guess he is the most versatile shinobi in NV

Quite a few do. Mei have fire, earth, water, lava, and boiling elements which greatly increase the ways she can attack or defend. Oonoki having earth, wind, fire, and dust release gives him the same as Mei, different ways he can attack and defend. Hiruzen have use of all 5 basic elements and can use all non-KKG in Konoha. Kakashi is said to have a lot but he mostly stays with a few but he can use lightning, water, and earth jutsus. All Rinnegan users can use all elements and any jutsus so they are the most versatile.
