i say Ranmaru he has a dōjutsu kekkei genkai ability similar to the Byakugan. It includes penetrating vision of others, disrupting eye-based kekkei genkai, and a unique chakra particle extension. He has the ability to use his vision abilities to penetrate the walls of his small shack and view the outside world and perform genjutsu that can fool even the Byakugan.

to bad was only one who had it left everyon forgot it with the byakugan and uchiha eyes leaving the dōjutsu kekkei genkai in dust.

everyone was so into the uchiha eyes and byakugan but i thought he cast aside to fast his eye techique was powerful :/
if his power can disrupt eye techniques maybe could have messed with ems and rinnengan as well. to bad :/

It is all about perspective and sometimes, some characters tend to be underrated and at other times, other characters tend to be underrated. In other words, there is no clear answer of who is underrated and who is not. I guess the hated characters such as Sakura, Sasuke and Kabuto are underrated. Most of the females are also underrated with the exception of Hinata.
