Er im not sure about outsmarting itachi. It just so happens that the snake bastard has left a mark (cm) on quiet a lot of people and as long as these people are alive oro can be revived.

Do agree though that orochimaru definitely deserves a shout out.
Anyway this thread is subjective as is the term intelligence

LOL itachi is #1, idk about shikaku, his plan seems to be failing right now.

He oversaw the redeployment of troops that allowed the 1st division coast to win while keeping the other divisions from a disadvantage. Also played the war savvy Kages from initiating an attack by slowly falling back...making them believe there was a possible trap.

Also...the plan hasn't been put into action. And even then Shikaku has already halted the Juubi once only after just learning about other nations' techniques....pretty talented.

Itachi is OVERALL more Intelligent than everyone in Naruto, why?

Itachi's selfawerness is over the top compared to other people, Itachi knows exactly what he's capable of, this alone gives him an edge over every other character.

Itachi can't be compared with battlewise, Itachi observes his opponent and situation and never makes a reckless move, he's very confident in his fights (mainly because of his own awerness) and never lets his guard down, even compliments his opponents when they do something impressive yet it's never impressive enough to harm Itachi or to make him sweat or make him do reckless things.

Itachi's wisdom is also uncomparable, his conversation with Kisame (when they first met in Akatsuki) and Kabuto are great examples of this, Itachi has the best quotes that i've ever seen and they're very meaningfull.
