Pain can do all those forbidden techniques and his rinnegan allows him to use any technique of any nature affinity. I was going to say Itachi, but unless he can get another sharingan, he'll eventually go blind and then his eyes are useless.

deidara ftw and my reason for choosing him: if u dont have a lightning affinity or dvanced time space ninjutsu ur a dead man .....or woman
