I want to make a list of top 10 Naruto characters, but can't decide at Uchiha because some of them are awesome.

When was this interview. If these are Kishimoto's words at week number 12 in his 10 weeks for Naruto to end then they have no value.

Also, I asked for the most important Uchiha.

Just because the manga would have ended doesn't make him the most important character because we are talking about importance in plot.

Because if Kishimoto talks about the ending when the story was at the moment when the fight with Kaguya ended. Then the plot yes, it has no meaning cuz Kaguya was the last enemy anyway.

Cool, yet he made in Shippuuden at least 3 arks without Sasuke having any relevance. Including Naruto defeating Pain and Jiraya searching for Pain and Naruto befriending Kurama. Lots of arks without Sasuke.
