We all know the type.
They've got the power of Chuck Norris and Bruce Lee rolled into one, but all the finesse and skill of a giant cockroach. Question is, who do you think fits the bill in Naruto? You can consider literally anybody who has ever been top tier over the course of the series.
Ah. It's all a question of perception I guess.
For me though, I would say the
Raikage (A) is one - he fights like a WWE wrestler

Though he does have his lightening/taijutsu style... it's so... bleh. So limited. And that's it, he can perform an amputation without batting an eyelid (feat) but yeah, he's a carbon copy of his old man with a technique and style that's lacking any sense of finesse or skill.
But if I consider someone else who relies only taijutsu only, say
Might Guy - I wouln't (ever) call his style unrefined, lacking finesse or skill.
Another example;
Tsunade (& Sakura) their taijutsu is what I'd call "wank". They could (should) have a more refined style, I think. Fair enough, it does the job - but I remember Tsunade vs. Orochimaru/Kabuto - she was evaded by them with relative ease because her moves were easily read and so blindly obvious.
Kabuto outdid them both I think, in terms of fighting style for med-nin (Part I) in terms of finesse - those chakra scapels were pretty badass.
I think he demonstrates a decent amount of finesse and skill in his fighting style.
Naruto's taijutsu lacks any sense of finesse or genuine skill until... his fight against that Edo Tensei'd Raikage. If he demonstrated it beforehand, I can't recall it.
Kaguya lacked skill.
Obito lacked finesse and refinement - spamming Kamui doesn't do it for me, use of the Wood Release didn't either. Like Kaguya he used these power augmentations as a crutch.

I wonder, do the Hyuga Clan and their Gentle Fist earn a place by default? I find Hinata's style more graceful, more appealing over Neji's more rigid form but... whatever.
