Who is the least skilled shinobi to enter the top tiers?

Kaguya takes this, obviously. No skills, just overpowered moves.

I would say Obito. As a teen he wasn't anything special, but as soon as he saw Rin die and unlocked Kamui he became top tier.

And by top tier I mean below Base Minato.

He has amazing taijutsu though and is very intelligent.

The least skilled Top Tier would probably be Nagato. The rest we either don't know enough about to say that they are or aren't skilled, or they are very skilled. (Naruto, Sasuke, Madara, Hashirama, Gai, Kakashi etc.)

By moveset I meant variety and diversity in ninjutsu. His skills are obviously better than sakuras but he lacks other skilled ninjutsus to use besides his grim reaper blade thingy. It's like how Sakura uses shanaroo over and over

Fodder sage mode didn't even enhance his rasengan, toad summons, only displayed 4 seals. Half the 9 tails yeah after death if that counts. And yet to see displays of this genious lvl iq. 1 of the fastest really haven't seen speed feats which can be defiantly not attributed to ftg.

No, he's only shown to be able to use it's basic abilities. The fact that he only has "skill" with his eye means that what I said is true.

Skill doesn't = power though, while the other Rinnegan users have only shown few abilities but at their max level, Nagato has shown more abilities in creative ways I.e. the SPOP

OP said skill within top tiers, never said anything about stripping their powers. I interpret that as skill using what you have

Literally he's the only top tier without any borrowed powers & special abilities :lol

*Edit: Gai & Jiraiya are like Minato as well. (they earned their powers by themselves not via some magical eyeballs!)
