Who is the better Water User? Tobirama or Kisame?

We actually dont know. It is said that Tobirama is but from what I'v seen of the two so far Kisame out guns him U_U

tobirama is one of the least if not the least shown in the manga,anime ect...the is very little info on him but he is the best water user hands down

I thought so too. None of the Mizukage's we've seen are full out water specialists like Kisame, Tobirama (he has space-time as well, but hey...), Suigetsu, etc.

for what i've seen kisame. he can create water from nowhere too so that's cool, huge chakra pool, not with samehada, samehada only replenish his chakra and he uses that huge shark attack thats sucks chakra from other attacks, and water dome.

Tobirama looks like he is naturally better I think kisame can only do those large scale water techs because his sword provides him chakra.

second EVERYBODY HAD seeing kisame who took down 8 tailed . compare tobirama with bee whoo bee is lighting user , a waters weakness and still kisame who isnt a kage beat bee using water

Tobirama was KNOWN as the Master of Water. Not some really cool water element user. THE MASTER OF WATER.

That means he was the #1 no question asked. Kisame is a good round about person. But would hold no comparison to him water element wise.

We have barely seen Tobirama fight.
