Kisame can create a lake while Tobirama was said to be able to create an OCEAN where water was not around.

Just because we have seen a lot more of Kisame does not mean he is a better water user.

Tobirama was the second hokage, a fierce Senjuu leader, and was called the water master.

Hands down tobirama.

Tobirama.

Kisame's skill in water release is overrated. Yeh, he can use large scale water jutsu but much of this is to do with his large chakra reserve.

The only other person who is as good as tobirama if not better is mei. The way she was able to block madara's huge fire release and use the water dragon jutsu with no hand seals (exactly what tobirama did but on a bigger scale) definitely puts her above kisame and MIGHT put her above tobirama.

Water is not weak to lightning it's just a conductor which is the reason why Suiguetsu couldn't reform
