Who is the best Villain in Naruto?

Orochimaru, because he's actually an 'evil' villain. And even he's not really the best villain (he's fodder, power-wise).

Madara - not even a villain.
Pain - got TnJ'd by a spoon-fed brat.
Obito - grade A tool; the worst villain in the series, imo.

Tbh, there isn't a real villain in Naruto.

This can be applicable with greedy, selfish and power hungry which makes the perfect villain. His own evil actions far precede anything else compared to the others.

Madara is just boring. He has power and... That's it. His backstory is uninteresting and his personality is overused.

Orochimaru is the best in terms of villainy, but Pain was the best for the story.

I'd say the Akatsuki as a whole excluding Tobi and Zetsu they would of made fantastic villains had Kishi kept them around longer

When Orochimaru was a villain you actually had a sense of danger when he would show up or plot behind the scenes. The same feeling is not in play with Madara as he goofs off and doesn't take anything seriously. This guy is pretty much Cell from DBZ.
