My decision is based on statistics. I chose Jiraiya because believe it or not the Sannin are not all equal. Orochimaru is 70 out of 100, Tsunade is 70 out of 100, and Jiraiya is 71 out of 100. I understand it is not a very big difference, but a difference is a difference and that is what I based my decision on.

She is Hokage for three reasons:

1. Jiraiya turned down the offer.
2. Orochimaru is a criminal.
3. She is one of the three legendary Sannin.

Jiraiya would have been Hokage if he hadn't turned it down and went to look for her instead.

Don't get me wrong, Jiraiya is a beast, Itachi and Kisame realized they could win but it would be at the cost of their lives. The only reason Pain won is because Jiraiya didn't know about the other bodies.

Tsunade is a skilled medical Shinobi and I bet all of my Batman comics that she could bring anyone, ANYONE back from the inch of death.

Well you owe me Batman comics because she couldn't bring back Dan.
