oro, we haven't really seen the full extent of his powers without his arms being sealed and he did really good against 4 tails naruto and j man almost died when he went up against 4 tails and tsunade I guess is really tough but not on the same level as oro and j man.

There is no "best sannin" but the strongest is Orochimaru

But Orchimaru would be stronger but he got killed by sasuke because of 3rds Dead Demon Sealing Tech

Don't get me wrong, Jiraiya is a beast, Itachi and Kisame realized they could win but it would be at the cost of their lives. The only reason Pain won is because Jiraiya didn't know about the other bodies.

Tsunade is a skilled medical Shinobi and I bet all of my Batman comics that she could bring anyone, ANYONE back from the inch of death.
