who is the best katon user in the series

Amaterasu does count, it's the highest level of Katon. Blaze release allows control over flames, nothing about katon and raiton. Changed my mind Sasuke should be the best with the highest level of fire and complete control.

It's not, blaze release so far is just control over current flames not a hole new element like yoton. Madara's Katon scale could be matched by Obito's Kaumi katon and this one fireball Jiriya did during the sannin fight I think.

I never saw Madara using Katon because i didn't see his episodes..

Its mostly later in the war when he fights the Kages so there is no episode of it yet (I think).
